Tuesday, Asheville City Council will receive a report stating local housing sales and issuances of building permits have halved since last year. (See slides 16 and 18.)

Then, they will be expected to approve a development with the following, among other, conditions imposed by the design review process:

1. Greater detail must be provided on the operation of the rain gardens, and the establishment of a maintenance agreement concerning the rain gardens will be required.
2. A pedestrian signal shall be provided at the existing traffic signal, if not already included in the NCDOT pedestrian signal plan.
3. A connection shall be made to the Crowfields condominium property, if permitted; if not permitted, a road stub-out shall be provided for any future possible connection.
4. Five percent (5%) of the residential units will be affordable and meet the city’s requirements for affordability.
5. The project shall be designed to meet the minimum standards for LEED certification for multi-family projects.
6. The project shall comply with all conditions outlined in the TRC staff report.
7. All existing vegetation that is to be preserved must be clearly indicated and dimensioned on the site, landscape and grading plans.
8. The building design, construction materials and orientation on site will comply with the conceptual site plan and building elevations presented with this application. Any deviation from these plans must gain approval through the Planning and Development Department.
9. The number of commercial parcels shall be limited to five (5) with no commercial parcel being greater than 3.5 acres in size.
10. No big box stores are permitted.
11. Architectural standards will be placed on the design of the commercial buildings to require them to mirror the residential architecture of the Weirbridge Village residential condominium buildings.
12. No 24-hour uses will be permitted other than bank ATMs and pharmacies.
13. No commercial building will have a gross floor area greater than 25,000 sq. ft.
14. No commercial building will be greater than 30’ in height.
15. No outdoor storage of merchandise, equipment or other items will be allowed in commercial areas.
16. Commercial uses will be limited to: financial institutions, pharmacies, restaurants, professional offices, retail sales, bakeries, barber shops and salons, bookstores, medical clinics, delicatessens, florists, gift shops, grocery stores, and health and fitness facilities.
