The
Raleigh City Council voted 7 to 1 to join the US Mayors Climate
Protection Agreement. Now Raleigh is committed to reducing its CO2
emissions to fight global warming. While some regard this as an easy
symbolic vote, it is a major victory of the global warming alarmists.
It provides legitimacy to the alarmist position and the meaningless,
but expensive city policies that will follow. In a second action the
council voted to provide $2,800 in annual funding to the International
Council for Local Environmental Initiatives which provides software
that enables the city to record its greenhouse gas emissions. 
Seemingly harmless record keeping is a first step on the slippery
slope.  Once you pay city bureaucrats to keep records, they have a
personal interest in expanding the program.
