Mitch, it is interesting that Josh Bolten (Bush’s chief of staff) says that:

“We
need to make sure that the people who come in, for example, would ?
into this program, if they’ve been here illegally, would, for example,
pay a fine, pay back taxes, learn English, follow our laws, and then
get in the back of the line for possible citizenship..”

Does
anyone really believe that we could demand that illegal immigrants pay
back taxes and a fine, and then somehow we would not grant them
citizenship?  This back of the line point is meaningless.
These individuals will be able to stay in the country and will get
citizenship no matter what.  Imagine the outrage if we took their
tax dollars and then when their application for citizenship came up, we
would reject their application.  Of course that would never happen.

In
his quote, he also says “because the one thing the president doesn’t
want to do in this process is disadvantage the people who have been
playing by the rules and are in line to try to come in here legally.”

If
you allow illegals to stay in the country while their
certain-to-be-granted application is pending, they already have an
advantage.  What is the advantage?  They are in the country,
while the ones playing by the rules can’t be in the country.

This is an amnesty program, plain and simple.
