Ironically, Kissell (and also NC Democratic Rep. Heath Shuler) probably opposed cap-and-trade and health care reform because House party leadership told them they could. Once Pelosi and company determined they had the sufficient number of votes to pass both measures, those in the party who represent swing districts were allowed (directed?) to vote against it.
Tactical politics like this are lost on the strident Left.
