Krugman is being doubly deceptive here. First, Canadian health care only appears to be less costly because many people go without it, thanks to the long waits for treatment. Second, Toyota also said that a key reason for choosing Ontario for the plant was the difficulty of training Americans. I guess Krugman just doesn’t want to mention the tremendous dumbing-down of education here, which can be attributed to the socialist government education system. Yes, Canada also has government schools, but apparently they aren’t as far gone as ours, perhaps due to stronger competition from non-government schools. Canadian parents, I understand, can direct their school taxes into either secular or religious private schools when they enroll their children there.
