In regards to your thoughts:

1) I have to agree
that not every high school student should go to college. I often tell
the story of my brother, Brandon, a mechanic in Beckley, W.Va., who is
doing quite well for himself in his line of work. Though, I still say
he could do better if he moved down here. Brandon did not go to
college, yet is an able employee of his company, receives a good
compensation for his work, and is able to afford a nice home for his
family.

2) High schools should be responsible for paying and
teaching these courses, if they have to be given. But to get the
Department of Public Instruction to admit where they are not performing
well would be nearly impossible.
