Provisional ballots could make a difference in this race. Right now, I believe Hayes’ victory margin is small enough that Kissell could seek a recount.
If provisional voters favor Hayes, he could get enough of a cushion to avoid a recount. If provisional voters favor Kissell, this outcome could be in doubt.
