While I have no idea whether or not the Georgia state constitution guarantees a right to school choice (read ?choice paid for by the government?), I find myself completely unsympathetic to those who are arguing in favor of such a right. Clearly this is not a right that can be derived from any libertarian principle that I’m aware of. I do not have a right to grocery store choice, movie theater choice, or peanut butter choice. The only right I have is to use my own money to purchase these services from willing sellers at a mutually agreed to price.

When it comes to government services I don’t think anyone should expect that the state has an obligation to either provide choices or fund alternatives to the service that the government is providing. This is especially true for services, like education, that are also offered in the market place. The choice that everyone has a right to make is to use the government service as provided or, using their own resources, turn to the alternatives that are being offered to them in the market.
