Well, I for one actually read John’s piece today and think it’s absolutely on target. I do have a quibble though: Bush the Younger’s lack of vetoes to date certainly shows little expressed desire to date to control federal spending. It’s also partially the result of his adminstration’s view of constitutional law, specifically the embrace of “unitary executive” concept and use of signing statements as de facto line item vetoes, thus allowing the administration (in its view) to simply ignore items that might otherwise have compelled a veto.
