Based on the presentation Paul Cwik offered both Monday and at the Barton College Faculty Affiliate Network event earlier this month, I suspect he would agree with you.
It appears the only reason he singled out eastern North Carolina for special consideration was the nature of the question originally put to him: how can the eastern North Carolina economy survive and thrive?
I doubt his answer would have changed much had the question been framed around improving the North Carolina economy as a whole.
