I think measuring a state’s corruption by its number of convictions is a highly-flawed way to determine how truly corrupt a state is. For example, Mississippi may be number one not necessarily because there’s more corruption, but perhaps because they have more stupid public servant criminals (check their education rankings!) or more savvy and competent state and federal prosecutors.
