rational trade-offs: “Do I put four tires on my car, or do I insulate
my house? Do I save for my kid to go to college, or do I put new
windows in?” 

Comment: Exactly, customers make rationale
trade-offs.  This is why electricity customers shouldn’t be forced
to pay an extra fee built into the electricity rates (i.e. hidden
taxes) to help subsidize incentives for electricity customers to “do
the right thing.”
