You’ve put me onto what I think is the explanation.

Very few people, politicians included, have any sense of the power of spontaneous order. Instead, they believe that everything has to be deliberately planned and constructed. So if we want more business and industry, some governmental agency needs to be in charge of inducing new investments. I suppose that we might be able to persuade a few of them that business and industry will grow optimally if we just establish the best conditions for capitalism, but the default position will always be that if a desirable condition is to occur, it must be brought about directly by governmental planning and action.
