Hornung is getting attacked for his comments, which as far as I can tell exactly state the policies of most major universities.
To its credit, Notre Dame is saying, at least publicly, that standards must be lowered for no one, for any reason. But Notre Dame is decidely in the minority in this respect.
Most universities apply in practice exactly what Hornung suggested. They hold minorities to lower standards.
