Having lost a seat on Asheville city council by a margin of less than 1%, Bryan Freeborn exercised his privilege of asking for a recount. After gaining only a few votes in the first recount, Freeborn asked for a second. The second would be a manual count of the ballots from precincts representing 3% of the voting population. In the manual count today, Freeborn lost two votes in one precinct, and zero in the other. It had been said that if the change extrapolated would alter the outcome of the election, all ballots would be recounted manually. The Buncombe County Board of Elections stated that they were sending the result to the State Board of Elections to make a determination about the future course of action.
