An undocumented kid who has lived in-state for 10 years graduates from East Large HS and applies to UNC-Enormo. Enormo asks for, but does not require, a SS number. Exactly what trips up the kid in his quest for in-state status?

Like one of the online guides I found says, “The application of U.S. immigration law to tuition residency decisions can be very complicated.” No kidding.

Backers of this bill seem to suggest it would be relatively simple to implement. All I know is the current rules want know where you’ve been and lived for the past five years. Nothing simple there.
