Here’s what the report says about North Carolina, which improved from No. 46 in the previous State Business Tax Climate Index:

North Carolina’s sales tax rate fell in 2011 from 5.75 percent to 4.75 percent, causing them to improve in the sales tax component of the Index, from 49th to 47th. The state’s 3 percent income surtax also expired in 2011, improving their score somewhat. Together these improvements were enough to improve the state’s overall rank from 46th to 44th in Fiscal Year 2012.
