The 2005-06 Annual Study of Suspensions and Expulsions reports the number of suspensions, NOT the number of unique students. Therefore, it may be the same student suspended again and again, but no one knows from this report.
In the summary the report states ?On average, one of ten North Carolina students receives on out-of-school short term suspension each year.? Since we have no idea of the number of students receiving these suspensions, that statement is misleading.
On another issue in the report!
Due to the corrected data NOW coming from the Charlotte Mecklenburg System on suspensions, CMS should spend money looking at discipline issues rather than their media appearance.  Last year, CMS spent $13,000 on a media analysis. Safe schools, strong discipline will lead to better media stories, and more customer satisfaction.
