For some reason, Jon, I thought about how this might translate into The Ministry of Silly Tax Laws:

Mr Pudey: Well sir, I have a silly tax law, and I’d like to obtain
a government grant to help me develop it.

Minister: I see. May I hear about your silly tax law?

Mr Pudey: Yes, certainly, yes. It’s a broad-based, low-rate consumption tax that would replace existing taxes on labor, savings, and investment.

Minister: That’s it, is it?

Mr Pudey: Yes, that’s it, yes.

Minister: lt’s not particularly silly, is it? I mean, that’s the least silly type of tax one could imagine.

Mr Pudey: Yes, but I think that with government backing I
could make it very silly. Perhaps we could just add it to existing taxes.
