Just to prove that John is right–there is disagreement among those of us who work at JLF (I view it as part of my job to continuously prove this point), I actually don’t care what percentage of the costs of higher education in the UNC system is covered by tuition. My only constraint would be that whatever tuition doesn’t cover be raised through voluntary contributions. Oh yeah, that’s called privatization. This is the only interpretation of the “free as practicable clause” of the Constitution that is consistent with Article 1 which states that all people are endowed by their Creator with an inalienable right “to the fruits of their own labor.”
