In WRAL’s article about the budget it includes this gem:

Copy machines churned out copies of the 300-page state budget proposal
Tuesday morning to give lawmakers a chance to look through it before it
was brought to the floor for a vote.

Of course, they don’t point out it was delivered to offices at about 10:30am and went to the floor at 3:00pm. That hardly qualifies as a “chance to look through it.”  In fact, if you include the federal stimulus money spent in the budget, that would break down to legislatures reviewing $1.26 million dollars of spending every second for four and a half hours.
