The Winston-Salem City Council last night voted unanimously to use $2.5 million repaid by Dell to fund low-interest loans for business owners to help rehab certain areas of town.

Note that half of the low-interest loans could be forgiven after the first half is repaid. And although she voted to approve the funding, council member Denise Adams said she has “not seen — and maybe some other council members have — evidence of what the previous round of … funding did.”
