The Court of Appeals? decision is in: it upheld the critical element of Judge Massey’s earlier ruling, including that the cost of operating the program (contract out, with a large portion of each ticket going to the contactor) accrues to the schools, not the city. Or to put it another way, under current law, municipalities that operate red light cameras do so at a heavy loss, and the more citations they issues, the bigger the cost to the cities involved.
