The budget being voted upon by state legislators this week includes a provision that changes how the criminal justice system deals with 16- and 17-year-olds charged with crimes. Under the change, these teens will be handled in the juvenile system, rather than the adults system. There is an exception for those charged with serious violent crimes. In a report this year about the potential ramifications of raising the age in North Carolina, Jon Guze, a director of legal studies with the John Locke Foundation, a conservative think tank based in the state, cited research finding that recidivism rates are significantly lower when young offenders are pushed through the juvenile justice system.
