They have requested a Community Development Block Grant small business loan to open a cocktail bar on the lower floor of 113 E. Union St., according to the Morganton City Council’s agenda. . . . The owners are seeking a HUD loan of $30,000 and a Valdese Economic Development Investment Corporation loan for $51,964
