As Joe Coletti has pointed out in a Policy Report – the conclusion of which he presented to a group of Fearrington Republicans – the General Assembly has a pattern of spending before taxing. Just think of all the wonderful programs and projects that are out there – not just at the state level. There’s the creation of a living wage (a.k.a., minimum wage hikes with more passion), and allocations to non-profits. And of course there’s the new convention center in Wilmington whose funding comes from newly designed tax districts that siphon higher hotel room occupancy taxes to that cause.
