Republican rising star Sen. Marco Rubio chose North Carolina as the site for his first major speech on foreign policy issues.
Rubio critiqued Obama administration priorities and set out his own agenda during a 45-minute address Tuesday for the Jesse Helms Center at Wingate University. The Helms Center also presented Rubio with the James W. Nance Medal of Freedom.
