The Salisbury City Council has voted unanimously to end its forced annexation plans for about 1,700 people.

The city manager said before the vote that the annexation plan “is not a good business deal” for Salisbury, an assessment made after more than 650 homeowners targeted for annexation filed paperwork requesting water and sewer service. 

This decision fits Daren Bakst’s theory that city governments are using annexation policy to boost their revenues, not to provide needed services to nearby rural communities.
