The Haywood County Commissioners are attempting to scale back plans to remodel an old Wal*Mart into a DSS building. The county purchased the building with part of a $12.5 million, 3.75% interest US Rural Development Agency loan. The remainder of the loan was to go to refurbishing. Unfortunately, all the bids came in over-budget. Showing consideration for taxpayers, architects at Padgett & Freeman offered to eat the costs of redesigning the project. Cutbacks included eliminating skylights, some restrooms, and finishing in storage space. That took the projected overruns down to $400,000. Commission Chair Kirk Kirkpatrick said he wanted the project design to fall within the county’s budget before it went out again for bids, rather than hoping for a miracle. DSS Director Ira Dove suggested recycling existing furniture instead of buying new. Others suggested using less expensive trimmings inside.
