Asheville City and Buncombe County Schools scored poorly on preliminary results from the friendless No Child Left Behind. The results assess attendance and end-of-year test scores. According to the Citizen-Times, the failure is due to a raising of the bar, even though a cherry-picking of statistics shows students are performing better than ever. Problems were attributed to all the subgroups (black, white, low-English-proficient) at the schools. Saith the paper:

The more subgroups a school has, the more goals that school must meet.

Somebody who was low-English-proficiency-challenged might have wordsmithed: Each subgroup has to meet goals tailored to expectations for its students.
