Who would have expected that one of the biggest drug busts in U.S. history would start with the routine stop of a Gulf Coast shrimp trawler near Cape Lookout in 1982?

The new book Sea of Greed tells the story of how that stop led to criminal prosecutions and the downfall of Panamanian strongman Manuel Noriega.

Author Doug McCullough, a North Carolina appeals court judge, described the book’s key themes today in a presentation for the John Locke Foundation’s Shaftesbury Society.
