The Senate considers the Continuing Resolution (House Bill 102) with very little debate and explanation other than it is similar to others that have already approved and holds until the budget is signed.  The vote is 36-1.

Chair of the conference committee, Rep. Mickey Michaux, D Durham,  explains the Continuing Resolution.  It?s basically the same as the previous ones with a provision that allows line items that are in agreement in the House and Senate versions will move ahead, DHHS can accelerate procurement of medical equipment with single source pricing, holds the sate harmless with federal Medicaid funds, unreserved balances may be used for shortages and it is open ended and effective until a budget is passed.

Minority Leader, Skip Stam, R ? Wake argues that we have been spending at 84% and the sky hasn?t fallen and the world hasn?t come to an end.

Rep. Nelson Dollar, R-Wake asks for a list of those line items in the two budgets that are in agreement that can be moved forward.  Michaux says it’s in the budget documents.

The House vote adopting the Continuing Resolution is 102-5.  

State government continues until they pass a budget.
