N.C. Senate President Pro Tem Phil Berger, R-Rockingham, unveiled this afternoon Senate Bill 361, his education reform plan. It would replace teacher tenure with a system of one- to four-year contracts, continue to move toward a merit pay system, limit the timeframe for end-of-grade and end-of-course tests, and make other changes.
