Senate leaders are proposing a lower corporate tax rate, use of the “single sales factor” for corporate taxes, a special program for recruiting large-scale manufacturers, and tweaks to the current state tax incentive program as an alternative to the N.C. Competes Act that cleared the N.C. House earlier this month.
