For years North Carolina policy makers merged school districts in spite of the dissatisfaction from the public. Seems two systems in Ohio decided to hire one Superintendent, but maintain autonomy. This concept gives rural systems an option if school boards want to put more money in the classroom, without merging a district. In 2005, The Reason Foundation and Deloitte Research released, “Driving More Money into the Classroom: The Promise of Shared Services.”  The report finds that sharing services is normally a better option than consolidation, and finds that government schools could save an estimated $9 billion annually.
