Seriously, is it not very telling that the scene of a quad-murder is an apartment complex with 30 percent vacancy and rents of $400 a month? Is it cheap because it is crime-ridden or is it crime-ridden because it is cheap?

The latter can be addressed with effective law enforcement — I think. Hard to tell as it as been a long time since Charlotte has anything approaching zero tolerance for property crime.
