N.C. House Speaker Jim Black says he was trying to help former Rep. Michael Decker build a campaign “war chest” — not trying to pay Decker off for his historic party switch in 2003.
State elections board chairman Charles Winfree asked Black whether he understood that a series of contributions to Decker’s campaign could be seen as an inducement for Decker to switch his vote.
Black says that was not his intention.
