House Speaker Jim Black, who hired the unqualified Ann Lassiter to
document the history of the state House, has ‘fessed up to the fact
that she wasn’t capable of doing the work and that her product was
inadequate. But instead of taking responsibility for the blunder, he
has decided to hide her work and in the process found a scapegoat for
hiring her:

“The person who has been doing this work, and was recommended to me for
this position over a year ago by the former Rules Committee chairman
(former Rep. Bill Culpepper), is obviously not the best person to
complete all of the work originally envisioned,” Black said.
