Listening to Gov. Hunt at the Emerging Issues Forum this morning
made me think that the title on my new Spotlight (The Political Spending Cycle) should have been “The Spend and Tax Cycle.” The common view
is that higher taxes are to pay for needed services. On the other side
we here “Tax-and-Spend Liberal,” but the pattern is more likelyto be
spending commitments (when times are good) followed by tax hikes (when
times are bad).
