A proposed constitutional amendment holding the growth in state government spending to the growth in population plus the inflation rate cleared the Senate Wednesday by a 31-14 party-line vote.

The proposal would also lower the constitutional cap on personal income tax from 10 percent to 5 percent, and set up a constitutional mandated rainy day fund.

If approved by the House, where its future is uncertain, the measure would be placed on the ballot for approval on Nov. 8, 2016.
