Buncombe County Commissioner Mike Fryar voted against the proposed budget. It may have been a throwaway vote, but he objected to the county giving $2.6 million to nonprofits. I’m not sure what the name of the process has progressed to today. Regardless, all commissioners were in favor of socializing risks for private profits:

All commissioners defended the additional taxpayer-funded incentives that included $1.5 million to auto parts builder Linamar, $650,000 to the New Belgium brewery, and $385,000 to Borg Warner.

Gantt said commissioners get ‘slapped around’ for giving the incentives, but said they equal a hand up for people by adding jobs and more spending power for households.
