Few people voluntarily donate money to government. The state of North Carolina will just send your donation back, but local governments and the federal government already take donations. To help Warren Buffett and the Clintons, who apparently do not know they have this option,

California Republican John Campbell yesterday introduced in the [US] House his ‘Put Your Money Where Your Mouth Is Act,’ which would amend the tax code to allow individuals to make voluntary donations to the federal government above their normal tax liability. The bill would place a new line on IRS tax forms to make this easy.

Nobody has introduced a bill like this to the General Assembly, so it is still out there for somebody to try next month when the legislature gets back next month.
