One of the criticisms of both the NC League of Municipalities (NCLM) and The NC Association of Commissioners (NCACC) is that they rarely, if ever, focus their attention on creating efficiencies in the delivery of services, push for lower taxes or seriously undertake making government perform better. 

In this article by NCACC President David Young, he shows part of that bias as he equates success with new taxation and never mentions that all new growth comes with new tax revenue:

The counties that were successful (with tax increases) in November were
able to convince their citizens that this alternate revenue source was
needed to keep pace with the rapidly increasing infrastructure demands
being caused by our state?s unprecedented growth. 

I received a short note from Lee County Commissioner Linda Shook who expressed their frustration with NCACC on that very front: 

No mention of cause and effect of state and federal unfunded mandates, prioritization of public services, and illegal immigrant impact on all of these public services.  The NCACC is conducting “public education” workshops for county commissioners on how to increase taxes on its citizens, not how to govern better or provide better services.

Let us keep in mind that both organizations (NCLM and NCACC) receive 100% of their money from taxpayers.
