Teacher training programs at many institutions are a joke, and state licensing exams are designed to make sure that most of the people who slog through the ed school courses will get teaching jobs in public schools.
Every now and then, a story comes along that shows the teacher training/certification emperor to be wearing no clothes, such as this one.
Nutshell: A NY teacher who had flunked the certification exam several times paid a homeless man to take the exam for him, despite the fact that they were of different ages and even races. The homeless guy passed the exam, but his score was so much higher than the other guy’s previous score that authorities then investigated and discovered the scam.
