Avik Roy and Ezra Klein debate the issue of rising health premiums offered via the Affordable Care Act’s Exchanges that are supposed to be fully implemented by 2014. Enrollment for the federal health law’s key provision is scheduled to begin on Oct. 1 2013, although this deadline falls behind schedule.

California recently revealed the cost of health insurance premiums through Covered California, its statewide health insurance exchange.  Obamacare lovers, like Paul Krugman, laud that these rates are shockingly low.  But such supporters of the federal health law fail to mention that these posted premiums are really just “teaser rates.” These rates may indeed increase due to an applicant’s medical history.  An applicant may even be turned away from a preferred health plan.  It is estimated that 25% of people signing up for plans under Covered California are either being turned away from a specific plan or are required to pay higher premiums than the listed price.
