One of N.C. House Speaker Jim Black’s lawyers has spent nearly 40 minutes debating an elections board staffer over details of the state’s election laws.

The lawyer — John Wallace — hopes to prove that incomplete checks submitted from optometrists to their statewide political group represent individual campaign contributions.

The elections board’s deputy director — Kim Westbrook Strach — contends those checks amount to contributions to the statewide group.

The distinction could help determine whether campaign laws were violated in 2003.
