In a way, planning and zoning works as de facto absence of the rule of the law. That is, if somebody is doing something perfectly legal that somebody else doesn’t like, the second party can claim it puts too much traffic on the roads endangering children, obsturbs the viewshed, and wrecks havoc with sense of place.
