Brookings recently released the 2015 Education Choice and Competition Index. The index examines 13 categories of choice-related variables for the 112 largest school districts in the nation.
Overall, the news is positive. Report author Grover J. “Russ” Whitehurst writes,
Parents can choose public schools for their children in 55 percent of the nation’s largest school districts, more than double the percent of such districts that offered school choice 15 years ago. In addition, programs that allow students to enroll in public schools outside their home district are available in about 20 percent of the states.
Among North Carolina districts, Charlotte-Mecklenburg leads the pack with a C+ grade. Guilford County Schools ranks lowest.
