Lately, there has been a squabble (I think it’s more than a kerfuffle and less than a battle) over college endowment spending, with some people (and also some politicians) contending that rich schools are hoarding too much money. There is talk of using federal power to make schools spend more of their endowment funds — or else suffer some tax penalty.
