In a new report, Andrew Coulson of the Cato Institute ranks states according to their level of market freedoms and incentives in education. This includes the number of charter school, voucher, and education tax credit programs offered in each state.

North Carolina ranks 46th in the nation for its market rating and 47th for its policy rating. North Carolina received an 8 out of 100 for its market and 10 out of 100 for its policy. No state scored higher than 26 out of 100 for its market and 30 out of 100 for its policy.

This means that North Carolina has one of the most restrictive education systems in the U.S. Taking into account both categories, only Alabama has a system more restrictive than ours.
